We are seeking a highly analytical and resourceful Senior Pricing and Contract Analyst to support leadership in evaluating existing contracts, identifying cost efficiencies, and improving overall contract performance.
 
This role will focus on extracting, normalizing, and analyzing contract data across multiple programs, enabling leadership to compare current rates against industry benchmarks and make data-driven decisions in a cost-sensitive environment.
 
The ideal candidate thrives in ambiguous environments, is comfortable working with incomplete or hard-to-access data, and can translate complex findings into clear, defensible insights for executive stakeholders.
 
 Key Responsibilities
 
  • Extract and Analyze Contract Data
  • Gather contract, pricing, and labor rate data from multiple sources such as contracts, modifications, internal systems, and stakeholders.
  • Navigate data access challenges and work cross-functionally to obtain required information.
 
 Data Structuring and Normalization

  •  Standardize labor categories, rate structures, and contract terms across multiple contracts.
  •  Build and maintain structured datasets for ongoing analysis using Excel and/or BI tools.
 
 Benchmarking and Cost Analysis

  •  Compare existing contract rates against industry benchmarks such as GSA CALC, salary surveys, and market data.
  •  Develop should-cost models and identify cost optimization opportunities.
 
 Insight Development and Executive Reporting

  • Translate complex data into clear, actionable insights for leadership.
  • Build executive-ready deliverables including dashboards, summaries, and briefing materials.
 
 Required Qualifications
 
  •  5–10+ years of experience in pricing, cost analysis, contracts, or financial analysis
  •  Experience working with contract data, labor categories, and rate structures
  • Advanced Excel skills including pivot tables, lookups, data modeling, and template creation; Power Query is a plus
  • Well-versed in building PowerPoint presentations
  • Demonstrated experience working with messy, incomplete, or fragmented data
  • Strong analytical and problem-solving skills with attention to detail
  • Ability to communicate findings clearly to non-technical and executive stakeholders
 
 Preferred Qualifications
 
  • Experience in a Government Contracting environment, preferably in Los Angeles City agencies
  • Experience using benchmarking tools 
  • Experience with BI tools such as Power BI or Tableau
  • Background in strategic sourcing or procurement analysis
The agency prefers in-person collaboration; however, they will consider a hybrid work arrangement.

Compensation: $65.00 - $100.00 per hour
